Except, y’know, the volunteers who produce the desktop environments
have no interesting in doing it, and the companies who produce Linux
distributions would be fearful of legal attack (valid or otherwise—
fighting an invalid claim is expensive).
More to the point, Windows—any version of it—is *far* from perfect UI-
wise.
It’s not going to run all of the applications, it also won’t be able
to support some of the UI stuff Linux people are doing, so it’s the
worst of both worlds. You aim for second-best and end up last. You’re
better off _trying_ to do better, which is what they are.
The thing is, most of the people building Linux UI stuff don’t care
about marketshare in the slightest. Many of them don’t know a huge
amount about UI/UX design.
If I were building a Linux desktop-based distribution, I’d certainly
focus on the UI, but I’d not be aiming to emulate Windows. Instead,
I’d get the best UI designer I could afford to direct the best
programmer I could afford in fixing the stupid inconsistencies and
hurdles.
…and then I’d run the desktop environment on OpenSolaris instead.
