They threatened something like this before and were rightly ignored.

The result was...nothing happened.

...how would you explain to the average punter that the programme could
not be broadcast on Freeview HD?  And how would you justify it to them
in such a way that they went "Yes, you're right" rather than "Eh?"

"These guys want to make it more expensive and less convenient for you to just watch TV and they're trying to use the national institution of the BBC to do so. We're fighting this rather than selling you out to make life easier for us when we join them after leaving the BBC^D^D^D."
