Can you then clarify for me what exactly is the purpose of the Archive Host feature in BackupPC if the backups are not stored on an Archive server?

It won't happen by itself but you can make it happen with an NFS
or samba share/mount so the directory where backuppc writes the
archive appears to be local to the backuppc server. Depending
on how you want to do it, you can either mount a share from the
DVD writer machine so backuppc writes there, or you can mount
the share into the DVD writer machine so it can see the files
written on the backuppc server.
