Click on "Add program", then browse and find the rsync.exe file where you installed the client software. Select it and click OK.
Then also click "Add Port". Type in the name "rsync", port number is 873 and protocol is tcp. Click OK.
Click ok.
The change should be instant.

I want to add the following errors which this test command prints:

  rsync:failed to connect to server:connection refused
  rsync error:error in socket IO(code 10) at clientserver.c(93)

Looks like you have Windows Firewall turned on and its blocking connections to port 873 (rsyncd).

You will need to allow port 873 through the xp firewall.
