Why don't you just run rsync? There's no need for ssh I guess...
If you really need ssh for backups then you should take a look
at rsync and ssh logs for more info on this. I got this error 
when trying to run backups with option --checsum-seed option on
config.pl (because of an old version of rsync).

Maybe you get this error because of some misconfiguration of rsync.
You should get info about it on /var/log/rsync.log at cygwin shell.
If no log is found there, you should be able configure rsync and
ssh to leave some logs at /var/log dir.
