I got exactly the same problem on my wifes laptop with her antivirus.
Whenever the antivirus tries to update, the cygrunsrv.exe starts using
70-90% of the CPU.  The update just blocks there.  And the CPU starts
producing heat.
To get out of the situation I have to stop the rsyncd service, at which
time the check for updates continues as normal.
This happens even if there are no new updates for the virus scanner.

While the cygrunsrv is taking all the CPU, backups are not done either.

This is the free version of AntiVir  http://www.free-av.com/ .
Because it's free, I cannot expect them to fix it.
Backuppc is free too, I know, as is cygwin... :-).
Antivir support said it is the fault of the cygwin environment.

Any clue can help (if only I was as good in Windows debugging as in
Unix ;-( )
