Normally you want /opt/backuppc and everything under it owned by
user backuppc. The install script should do that for you.  There is
nothing magic about this though.  You could simplify things a bit
by making apache the backuppc user to eliminate the need for setuid
on the cgi-bin script.  That is less secure if you have other web
sites on the same box, though.
