You are right - BackupPC will remove an incomplete file. The general policy is that any file in a partial backup is valid. The (last) incomplete file is not, so it is removed. I agree this could be a bit inefficient. BackupPC could be modified to keep the incomplete file, and possibly mark it as an invalid file so it can't be restored.
