There is Elias' patched rsync with VSS [1], I have not used this myself 
yet but it looks good.

You could even make an initial image using DriveImageXML [2] and then 
run BackupPC fulls and incrementals on top (inevitable data 
duplication). I've used this to clone a running WinXP and the results 
were encouraging, it was able to get all files normally locked, and the 
resulting restore to a sister machine worked.
