You didn't say what version of BackupPC and File::RsyncP you were using.

If BackupPC is < 3.0.0 or File::RsyncP < 0.68 then you should
replace --devices with -D in $Conf{RsyncArgs} and $Conf{RsyncRestoreArgs}
