How did you schedule this?  Normally you tell backuppc when *not* to do 
backups with the blackout period and let it decide when to start each run.

It should check each job at each wakeup, so on the next wakeup the last 
run should have passed the 24 hour age.

How long is the time outside of your blackout period?  Do you have 
wakeups that should occur after the last backup is a full day old?
