Samba should see file changes if the file timestamp becomes newer than 
the last backup run.  If you are creating files in a way that preserves 
an old timestamp it will miss them.  This might also happen if your PC 
clock is off since it probably uses the server's time for the check.

Windows normally locks some files so you can't back them up without some 
special tricks.

That sounds like an rsyncd doesn't have write permission or you aren't 
authenticating to it.  For small restores you might find it easier to 
download a zip or tar copy through the browser interface and extract 
where you want it.
