Yes, hardlinks with rsync work in 3.x.  Just add '--hard-links' to
$Conf{RsyncArgs} and $Conf{RsyncRestoreArgs}.

There is, however, a subtle issue that hardlinks in backups made with
tar won't be restore correctly with rsync (some of the files will be
regular files rather than hardlinks).  If you need to restore an older
backup, just switch the xfer method back to tar.  Once the older tar
backups expire then this won't be an issue.
