What you're probably doing wrong is that you're mixing the Ubuntu package install with the source install. If you want 3.1.0 and if that's not available from the Ubuntu repositories, then just install from source without first installing through apt. I think I heard someone say there was an Ubuntu (or Debian) package for 3.1.0 though, but probably that's not yet available in stable.
