More RAM first - swapping will kill you and bigger disk buffers will 
eliminate a lot of seeking.

More CPU will help with compression and ssh encryption.

There's not much you can do about the disk itself.  A lot of money might 
buy a slightly faster drive.  RAID0 will help with big writes but not 
most of the things backuppc does.  Do make sure that you are actually 
running at the 133Mhz speed (current controller and good cable) and 
don't share the controller with another drive on the same cable.
