The use I intended for these extra 'big disks' was as a temporary 
storage for the tar archives that backuppc will generate with it's 
archive host feature or you could do from the command line with 
BackupPC_tarCreate.  You could script dumping a copy into a disk holding 
space, then write them to tape when convenient.  There's a horrible 
amount of overhead going this route but it is straightforward and your 
tapes will always have full runs.

Unless you expect serious problems from occasionally hitting a target 
with two backups at once, I'd let bacula or amanda deal with the tape 
copies independently.  They'll do quick incremental runs most of the 
time and keep track of the order you need to use for restores.  I'm not 
sure about bacula's scheduling, but amanda will figure out the mix of 
fulls and incrementals to fit your tapes best and can use a holding disk 
that you can flush later if anything overflows.
