I wouldn't do that - rsync fulls take longer in wall clock time because they read all the files, but they don't take a lot more bandwidth and don't hurt you that much on remote connections which are slow anyway. You need regular fulls with rsync to rebuild the trees used for comparisons. Just make sure the days the fulls run are skewed so you have time for them to complete.
