Rob's right. Running with IncrLevels = 1 means that every incremental will download every file with a modification time newer than the last Full. Using 6 incrementals with levels 1, 2, ... etc, will just mean that files must differ from the last good incremental to be downloaded. That is still as reliable as rsync.
