I realized this wont fix the problem of renames. My second thought on this
would be to develop a new transfer method that uses rsync initially to get a
file listing and then construct a list of files that need to be transferred.
Then you pass this to the tar method and use this rather than the -newer option
of tar. This would solve both the deletion and rename problem of incremental
tar.
