It keeps old files until the backup containing them gets expired by
newer backups.


My experience with Windows and reinstalling the OS is that many files change during a reinstall (notably, almost all of the dot-net libraries will change) and the rsync client will need to read them all, but there's usually between a 70-90% match (assuming the same version of Windows.)
