I have a question regarding "filling" and levels of incrementation.

Let's have a look at one of my hosts. To me this look wrong: There are three 
incremental backups (62,63,64)
but there is no preceding full backup. As far as I understand  incremental 
backups they need a full backup as
a reference and then only back up the files changed since the full backup. But 
here is only one full backup and
it was created after the existing incremental backups.

How does this work? I guess that I can fully restore backups 62 to 64 and that 
I only do not understand the way
backuppc stores data. There are different levels off incrementation. Are 62 to 
64 incremental backups in relation to
full backup 65?

I also have read the FAQ and the documentation and do not understand the 
concept of filling fully.
Could someone explain what filling does in the context of my sample host? 
(Filled is the second row.
Nein means No and Ja means Yes.)
