No, there isn't a way to generate incremental archives.

If you really want to go to the trouble of creating full and incremental
tape archives (eg, using tar), it might be better to do that
directly without BackupPC.  That way you have fully redundancy (ie, the
tape method doesn't even depend on BackupPC).
