'date' and 'tail' are both very basic functions that are part of 'coreutils' that should be part of even the simplest cygwin implementation. You don't need dateutils.
'cygpath' is part of the basic 'cygwin' package. Just try the base cygwin install plus rsync and I would think everything should be there.
