I'm not familiar with slackware, but if rc.backuppc needs to be there, and it is not, I agree it could be permissions.  What happens when you do, "cd ~backuppc"?  It should take you to "/var/lib/BackupPC", the home directory.  In my /etc/passwd file I also see that the login shell is "/sbin/nologin".  These settings may be required for the installation.
