Where were you planning on forking your source base, in that case?
CPAN.
I'm not anybody special, but I would strongly discourage you from doing
this. Nobody is going to view the fork as "official" if you do, and very
few people will want to contribute or even know how. Like it or not,
Github is where it's at nowadays, and you want a platform that the most
people are familiar with.
