I've been testing the new quoting strategy (i.e. db_escape_string() 
now takes a database connection as a parameter).  All non-root 
regression tests have passed using both MySQL and PostgreSQL on 
FreeBSD 7.x

I have not yet implemented the changes suggested by Marc Cousin 
regarding standard_conforming_strings.

I'm running the non-root tests soon.  We talked about this earlier, 
and decided that if the regression tests passed, we could commit this 
code.  I would prefer wait until after the 2.2.2 release before 
commiting this code. I'd rather have it run through the various 
regression tests on other platforms and have it in the tree for a 
while before a release.
