FYI here's the Debian package's NEWS.Debian entry:
bacula (2.2.0-1) unstable; urgency=low

 * SSL/TLS has been disabled in this version of Bacula due to licensing
   concerns.  See thread at
   http://lists.debian.org/debian-legal/2007/07/msg00144.html for more
   details.

The README.Debian adds
To build your own package with SSL/TLS support, edit debian/rules and
add
--with-openssl to the configure parameters.

I might suggest to the packager that it would be worth noting that this
disables data encryption as well.
