The GPL (any version) and OpenSSL license are incompatible. Any more than that is a *long* story. You can read about most of the nuances and fine points on the link someone posted pointing to the debian legal list, and if I remember right, I have explained this several times in the past on this list and will do so again in the next few weeks once it is firmly behind us ...
