I think you're missing the point. Disable/enable is easy.

Disabling/reenabling jobs will not start jobs which should have kicked 
off during the maintenance window.

I suspect the OP wants something like cron's functionality, which will 
evaluate if missed jobs should be started immediately or skipped until 
the next invokation.
