Tried the config change and it works and so
I will use that.

However a quick test shows that the "exclude"
files seem to be removed entirely from the
before/after set comparison of accurate
mode.  So adding an exclusion for
"C:/pagefile.sys" and running an incremental
did not result in a file delete record
(according to 'bls').

So I'm amending my suggestion.  Please consider
adjusting the file set comparison logic so that
with accurate mode, adjustments to the FileSet
specification will trigger appropriate file
saves and deletes such that a restore would
produce a system image identical to the
state of the original, even if a full
backup is not performed.
