Not sure what your actual problem is. Are you concerned about the "Not  
Loaded" message or does something not work as expected?

Yes, the FD needs access to *all* files for backup, so in most cases  
it has to run as root. The Director does not need any special rights  
and the SD only access to the tape/loader devices so they run as  
limited user.

You should not use the name "file" for your tape. Beside this you are  
on the right way.
