Well it is actually the Bacula File Daemon which initiates the backup at the request of the user.

OK, so this is more/less an "User Initiated Backup" and not a "Client Initiated Backup" as this is the User who initiate the backup and not the Bacula Client (a.k.a. Bacula File Daemon).

  If my memory is correct it was planned as phase 2 of the project.

  This is a Bacula Enterprise feature backported, which is why I am not 100% up to date on it.
