And the point I meant to add here is that if the selection query for a
job is evaluated when a job is QUEUED, not when it STARTS, then by the
time the job actually STARTS, the results of its selection query may
very well not be valid any more.  This may result in trying to back up
files that no longer exist or copy jobs from media that has already been
sent offsite (to name but two example scenarios).
