I can throw one datapoint at you: Before 9.6.5 the director never consumed more that 150 default database connections (I don't have the exact number from before the update). With 9.6.5 it suddenly hit the 150 connection limit and I had to up this to 500, with now 282 used max connections, which is one connection less then the amount of clients currently configured (283).
