OK, let me revise that:

There appear to be two failures occurring, the SIGUSR2 at
LZ4_decompress_generic+0x03a2 in the SD, and the failure in
sql_insert_autokey_record() at sql_create.c:968 (which I think is the
mysql driver incorrectly handling a rollback/local commit conflict from
the database).

They may be related.  Both occur only if the Director is 9.6.5.

I have no idea why they are only showing up now.  I do know that having
the Director be release 9.6.5 is both necessary and sufficient, but I
don't see any obviously relevant code changes between 9.6.3 and 9.6.5.

Disabling LZO support on either or both of director and SD has no effect.
