Unix versions of Bacula use UTF-8.   The Win32 FD uses Unicode, but knows how 
to translate Unicode back and forth to UTF-8 when dealing with the SD and 
DIR.

I don't know how the Win32 DIR and SD deal with characters ... presumably in 
UTF-8.
