In researching this problem myself I discovered this option to tar:

*--exclude-caches*
              Exclude contents of directories containing file*CACHEDIR.TAG*,
              except for the tag file itself.


Details about the cache tagging standard can be found here:

I think that this would be a good feature enhancement to Bacula but in the interim I devised a workaround by using tar to archive the files and directories, using cachedir.tag's & then using Bacula to back up the tar archive.
