Bacula Enterprise Edition behaves the same for Tape devices. It does
references with deduplication storage only.

My very brief calculation (3 weeks with 170MB/s) shows 308448000 MB of
backup storage, so about 300PB. Well in this case you should split your
backups to multiple Tape drives to simply increase a throughput. Q: What
tape library are you using?

If part of your data never changes then you should backup it a limited
number of times and use it as a long-term archive. So, I would go for
defining multiple backup sets and not for virtual full or something. YMMV.
