You can test your schedule in bconsole. For example like this:
status schedule="Monthly Rotation" time="2026-03-01 00:00:00"
Is your missing incremental backup listed there? If it is, then with
your Bacula schedule setting is everything fine but it can mean an
other problem (or a bug). If it is not listed, then it can mean that
something is wrong with the schedule configuration.
