I honestly don't understand what you mean. As an individual it seems like you can have your own sense of right and wrong which might be different from those of people around you. But I don't know what you mean by social conscience and popular conscience. In any society, certain values are going to be "popular" held by many memebers of the society. But at the same time, some of those "popular values" might turn out to be evil. It is easy to find certain examples like racist attitudes towards Blacks in the United States or massive intolerance towards Jews for long periods of European history. Some people of faith, especially those on the conservative side, might say that we are currently living in a time when many popularly held values are deeply immoral. Especially when it comes to certain issues like homosexuality, abortion, euthanasia. From a Bahai perspective are popular notions of right and wrong a reliable guide?
