My understanding is that all decisions of the House of Justice
are a true and faithful reflection of Baha'u'llah's will, always with
the implied condition that the information available is accurate
and complete. Thus, if a decision must be changed, because
of receiving better information, that does not mean the first
decision was wrong, it only means the first batch of
information was inaccurate.
It is possible to be infallible without being omniscient.

In my opinion, the proper attitude toward the House of Justice
is submissiveness. One can challenge an equal, a colleague.
But none of us is the equal of the House of Justice. Therefore
it is never appropriate to challenge the House. Asking questions
is fine; in fact they encourage questions. But challenging
is not a characteristic of submissiveness.
The statement at the end of Abdu'l Baha's Will makes it clear
that, for moral, spiritual and religious guidance, we are
to turn to the Most Holy Book and the Universal House
of Justice, and to no other source. I do not see how
challenging the House is anything but turning away from it,
thereby making a serious spiritual error.
