Why should one relate it to Guardian?   Dear Firouz,   Yes, it is talking about waqf funds in particular and there is nothing specific which gives a Guardian the kind of authority which the Will and Testament does.  But it does describe a line of authority (for whatever purpose) being carried through the line of the Aghsan and of it then being given to the House of Justice when that line runs out, with the possibility that it might run out before a House is actually established. That would certainly mean  that a House of Justice at that point would be expected to  function without a Guardian, since the Guardian must be an Aghsan.   "As far as I understand Baha'u'llah never mentions about the Institution of Guardian. Abdu'l-Baha created this institution and I guess it was meant to be temporary."   I am always loathed to speculate on what was 'meant.'
