Ok. So whether or not Shoghi Effendi is a Central figure is absolutely
irrelevant to the discussion. Pilgrim notes are not authoritative but
they might be informative about aspects of the faith. They give an
indication of how Bahais understood the words of the important
authoritative figures of their faith.
