I think you under-estimate the difficulties involved in getting a
message to the masses. In much of the world, literacy and mass media
penetration are low: think of how difficult it is to get a message
about say breast-feeding or the value of mosquito nets to the
billions who live in villages around the world. Governments and
health agencies do succeed to some extent, but they do best when they
use government networks in combination with mosques, churches, tribal
or vilage chiefs. We cannot access those networks because we do not
accept government support and do not have the people on the ground to
be part of the local networks.
In other parts of the world, such as Europe, media access is good,
but all the media are flooded with messages, and the only way to get
a position in the flow that will actually be read by many people is
to buy it.
Mass proclamation has been most successful in newly opening
societies, where media access is there but the media space has not
yet been flooded with messages.
