Dear Vaughn,

The vote was supposed to be done in secret so one could not tell who
voted for or against the successor, but the Guardian made it quite
clear that the Hands did not have the right to reject a Guardian's
choice. The purpose of the vote then, was to confirm that a choice had
indeed been made, not to approve of his choice. That might infer that
the Guardian would have no longer been able to speak for himself.
