The Baha'i Studies Listserv Dear Freinds I must add that The Guardian never change what Abdulbaha has said to do. So when Shoghi Effendi did pass,there was no successor to be Guardian,therefor it was no need to elect 9 members of The Hands to prove or not prove the new Guardian. J-abhar

He also decided to postpone the election of the House of Justice. That the nine were never elected suggests to me Shoghi Effendi > did not want the election. Yes, probably because he did not yet have anyone to appoint as a successor.
