There's overlap, certainly. Some of the Hands, especially the 
earliest Persian ones, were scholars, and the good use to which they 
put their knowledge may have been part of the reason they were called 
Hands of the Cause; and some of the most knowledgeable Bahais - who 
used their knowledge to serve the friends - were appointed Hands, and 
some were not.
