I can swear I remember a letter written by Shoghi Effendi or written on his behalf that said something to the effect that if two people wished to enter into some kind of an agreement involving the adoption or raising of children that it was permissible. Or could it have been 'Abdu'l-Baha? Any help would be appreciated.
