Obedience to government

Further on this issue, I happened to think of how in Iran there is a secret 
underground Baha'i university.  Aren't the Baha'is in Iran being disobedient 
to their government in having this?  If they didn't feel they were being 
disobedient it wouldn't be kept under wraps.
