I know this has been answered before, but what is the statement referred to in this quote from WOB? Is it in Baha'i Scriptures?

This first letter in the book *World Order of Baha'u'llah* was Shoghi Effendi's response to Ruth White. My files on this and photocopies of White's books are still packed, but the oral statement being referred to is, from memory, the one where he supposedly says that the Baha'i Faith cannot be organized. This was the heart of White's arguments. Loni Bramson
